RealStreet currently has a great opportunity for a Project Manager / Estimator in Landover, MD. This individual will support our client, a highly-reputable, woman-owned Design/Build contractor. Job Responsibilities
The Project Manager / Estimator will provide construction services to our client on Federal and Commercial projects throughout the Washington, DC metro area.
Responsibilities of the Project Manager / Estimator include:
- Develop of project cost estimates of assigned projects and prepare project budgets for approval
- Assist in the selection and contracting process of subcontractors, consultants and construction teams as necessary for each project, to include:
- Review all bid and RFP documentation in order to gain an understanding of the project requirements
- Conduct bid review to coordinate any in-house self-preforming vs. subcontracting
- Solicit and review bids from subcontractors and material suppliers for correct scope of work
- Prepare subcontract agreements and purchase orders for review/approval by senior management
- Ensure all subcontractors have properly executed subcontracts, with complete scopes, and that all required insurance and bond backs are in place
- Develop a cost-effective plan and schedule for completion of project following a logical pattern for utilization of resources
- Prepare and complete the job start-ups and closeout checklists
- Ensure solid subcontractor/vendor coverage, and preform detailed takeoffs
- Prepare and monitor tracking logs for contract documents, submittals, shop drawings, requests for information (RFI), change orders, material deliveries and other quality control
- Prepare and coordinate project reports and drawing reviews for clients, property/facility management team, and project team (as applicable) at conceptual, schematic, design development and construction phases of project
- Update the schedule on a timely basis
- Minimize exposure and risk by implementing tight schedule control, strong safety standards and quality assurance controls
- Review requisitions, change orders and other invoices associated with the project and confers with client and property management on costs and impacts
- Prepare change proposals and negotiate, execute and issue change orders
- Prepare revisions to the budget
- Adhere to government laws and regulations and established rulings of government authorities including building codes, safety regulations, etc.

Requirements
Requirements of the Construction Project Manager / Estimator role include:
- Bachelor’s Degree in engineering, construction science or four (4) years of Job Order Contracting (JOC) or project management / estimating experience
- One (1) or more years of experience as Project Manager
- One (1) or more years of experience in JOC
- One (1) or more years of experience as an Estimator, to include:
- Knowledge of principles and practices of engineering and construction project management, including safety standards
- Technical writing experience is preferred
- Project scheduling and bid scheduling experience is preferred
- Obtain and maintain current certifications for First Aid, CPR and OSHA 30
- Technical skills, including familiarity with:
- Microsoft Office, the most recent version is preferred
- Estimating and project management software experience such as Timberline, RS Means or 4Clicks is preferred
- Experience with MS Project or Primavera is preferred
- Must be able to pass a federal background check
- Active Secret or Top-Secret clearance preferred
- Must be a US Citizen
