We currently have a great assignment for a Heavy Highway/Civil Project Manager with one of our top clients.  As a Heavy Highway/Civil Project Manager, you will be supporting our client, a general contractor specializing in grading, paving, utilities, storm drains and laying pipe.  

Job Responsibilities

The Heavy Highway/Civil Project Manager will work jointly with the Superintendent to ensure the overall success of assigned projects.  The Heavy Highway Project Manager will oversee multiple projects worth $5 million to $100 million and will participate in the allocation of resources to ensure a safe, timely and quality project while achieving and improving the profit margin, to include:

  • Responsible for reading, understanding and ensuring compliance with all elements of all required applicable contracts
  • Responsible for being the company’s authority on contracts between the Owner and the Company
  • Developing and approving the appropriate schedules for prime and subcontract billings
  • Preparing and reviewing all payment requisitions with appropriate parties and submitting by established billing date to OR
  • Managing receivables to ensure timely payment
  • Ensuring that subcontracts are drafted and executed in a timely fashion to facilitate project schedule (Cooperative effort with Estimating)
  • Ensuring the acquisition of permits, bonds and insurance through appropriate channels as required
  • Closely monitoring subcontractor performance in order to ascertain whether each subcontractor is in compliance with all provisions and requirements of their contract with Company
  • Ensuring that all field records are being kept up and performing periodic audits
  • Documenting important transactions, agreements, delays or events relating to contracts, (e.g., photos, video recording, Event Logs, etc.) to ensure company’s best interest is served and protected
  • Ensuring that changes are correctly posted to budget and other job tracking systems
  • Efficiently completing project closeout in accordance with contract document and collecting retainage in a timely manner
  • Handling price negotiations and collecting for all change orders and extra work (Major changes may require estimating assistance and executive approval)
  • Participating in, performing or directing the buyout of the project
  • Developing new business opportunities relative to a client or group of clients
  • Developing an effective plan in cooperation with the superintendent for constructing the project and determining the means and methods necessary
  • Monitoring work to ensure that means and methods are followed and are effective, and making and communicating changes in means and methods as necessary to ensure project success
  • Responsible for compliance with all local, state and federal regulations
  • Developing a schedule with the superintendent that complies with the customer’s needs, adheres to the terms of the contract and supports the planning needs of the company
  • Maintaining and updating the schedules, ensuring appropriate documentations of change are distributed to others and providing notice to OR if others are affecting scheduling milestones
  • Interfacing with subcontractors and vendors to ascertain whether work and materials are on schedule, and if not on schedule, remedying the problem by developing and implementing a recovery plan that does not adversely affect the budget
  • Assuming responsibility for profit margins and fully managing all financial aspects of the project while monitoring and maintaining the minimum profit margin projected at job start
  • Identifying discount opportunities during the purchasing process and at the time of payment and coordinating these activities with appropriate personnel (Shared responsibility with Accounting)
  • Overseeing field purchases by monitoring and approving (if necessary and as appropriate) job site purchase orders and invoices to assure compliance with company policies and budget
  • Ensuring that work is performed with an acceptable level of workmanship and that products and materials to be used meet contract standards
  • Developing punch list and managing the closeout process to ensure that nonconforming work is corrected and that acceptance is smooth and timely
  • Facilitating appropriate inspections and testing to ensure that the project is constructed to the quality requirements of contract documents and meets or exceeds governmental regulatory requirements
  • Proactively reviewing sites for safe working conditions
  • Cooperating with Corporate Safety Managers to ensure OSHA compliance at job sites
  • Conducting post-incident investigations
  • Participating in corporate safety committee meetings as required
  • Promoting a work environment that fosters good employee morale with emphasis on mutual respect
  • Cooperating, participating and encouraging the participation of others in corporate and outside training programs
  • Working with superintendents annually on job performance reviews of field personnel, making them aware of performance successes or deficiencies and informing them of promotional opportunities
Job Requirements

Specific qualifications for the Heavy Highway/Civil Project Manager role include:

  • Bachelor's degree in Construction Management or Civil Engineering preferred but not required
  • 5+ years of Project Management experience in heavy highway (a must) and civil site work; DOT, VDOT experience preferred but Government experience acceptable
  • Experience using Primavera P6 scheduling software, MS Project, MS Office Suite and Procore
  • This position requires frequent field visits, 50% field and 50% office, or as necessary
