We currently have a great assignment for a Program / Construction Manager with one of our top clients. As a Program / Construction Manager, you will support our client, a full-service engineering and construction firm providing lasting and integrated solutions in water, environment, transportation, energy and facilities to public and private clients.

Job Responsibilities

The Program / Construction Manager will be working on the City’s Capital Improvement Program including wastewater Consent Decree and other water and wastewater projects. The Program/Construction Manager will be responsible for pipeline and pump station planning, design and construction, overall water and wastewater treatment operations, water and wastewater utility management and additional duties, to include:

  • Coordinating and controlling all construction management activities including CPM scheduling, claims management, project coordination, risk management and quality management on a large complex construction management assignment
  • Assisting City staff with moving construction contracts from bid opening through contract award and execution
  • Communicating and interfacing with internal / external team members and authorities involved in the planning, design, execution and construction activities
  • Managing, monitoring and tracking project objectives including scope of work, schedule and budget
  • Serving as the primary contact for the Client and home office staff
  • Building the project team including sub-consultants and subcontractors and managing their duties and activities
  • Ensuring that construction is completed in accordance with the contract document and our clients quality standards
  • Managing resources and budgeting effectively contributing to the overall profitability of the firm
  • Establishing processes and procedures to reduce cost, limiting risks and providing a safe work environment for staff
  • Assisting in development of a construction management network

Specific qualifications for the Program / Construction Manager role include:

  • B.S. Degree or higher in civil engineering, environmental engineering, construction management or similar applicable discipline
  • 15 years minimum of environmental engineering or project management experience including design and construction management for wastewater infrastructure, gravity sewer lines, trenchless technologies, and rehab of sewer lines, or
  • 20 years of experience and a Project Management Professional (PMP) certification from the Project Management Institute (PMI) and / or a Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA) or 27 years of experience in lieu of degree
  • Demonstrated record of high performance in managing large and complex water or wastewater construction projects
  • Excellent understanding of alternative delivery construction methods
  • Ability to work independently, overseeing construction contractors, managing a staff of construction representatives and project support staff, overseeing controls staff including master scheduling and budgets and preparing high level reports to the client and government entities
  • Experience with Cured-in-Place Piping (CIPP), pipe bursting and micro tunneling
  • Registration as a Professional Engineer (PE) is preferred
  • Experience in civil / environmental engineering including pipeline and pump station planning, design and construction
  • Experience with overall water and wastewater treatment operations and water / wastewater utility management
  • Must be proficient in Microsoft Office Suite and Microsoft Project and familiar with Primavera Unifier
  • Certified Construction Manager (CCM) is preferred
