In anticipation of an upcoming contract, RealStreet is currently seeking three Construction Engineering Technicians. The Construction Engineering Technicians will perform engineering technician support services for the NAVFC SE, FEAD Kings Bay office located at Naval Submarine Base (NSB) Kings Bay, Georgia.

The Construction Engineering Technicians’ responsibilities include: 

  • Maintaining proper construction contract document files according to NAVFAC standards.
  • Reviewing and commenting on plans and specifications and providing constructability review comments during construction contract development.
  • Making visits to project sites to obtain information on facility/site conditions and developing recommendations during project development.
  • Coordinating and attending post-award kickoff meetings and pre-construction conferences.
  • Scheduling, conducting, and documenting regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Preparing project status reports when directed using NAVFAC enterprise contract management system formatting (to be provided by Contracting Officer’s Representative).
  • Coordinating construction operations between contractors, station personnel, and other government agencies and make recommendations for corrections.
  • Using and preparing standard template documents for correspondence to construction contractors for deviations from contract schedule or quality
  • Providing technical assistance in answering requests for information (RFI) from construction contractors
  • Reviewing and monitoring project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
  • Administering technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer)
  • Administering the Construction Quality Management Program as required in the construction contract specifications.
  • Monitoring the construction contractor’s performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.
  • Reviewing construction contractor’s daily reports for thoroughness and accuracy and check daily payrolls for any discrepancies, noting any unusual items or items of concern on reports and providing reviewed and/or annotated copy of reports to the Contracting Officer’s Representative (COR).
  • Reviewing and recommending approval of progress schedules and technical submittals.
  • Monitoring ongoing construction to check construction contractor progress and verifying compliance with plans and specifications.
  • Resolving problems not involving changes to contract value or duration and recommend solutions to the Contracting Officer’s Representative (COR) for problems that may result in a change of contract value or duration.
  • Preparing cost estimates for construction contract modifications and providing them to the Contracting Officer’s Representative (COR).
  • Performing cost and price technical evaluation on change order proposals that are within the scope of work to highlight hidden and unnecessary costs. Providing input to the Contracting Officer’s Representative (COR) for preparation of the pre-and post-negotiation documentation.
  • Reviewing construction contractor invoices for accuracy and providing input to the invoice reviewing official.
  • Reviewing and recommending approval/disapproval of the construction contractor’s safety/accident prevention plans.
  • Monitoring construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verifying that a complete set of as-built drawings is turned over at the close of the contract. Identifying any updates that are not completed timely, and make recommendations for corrections.
  • Verifying that a complete set of Operation and Maintenance Support Information (OMSI) Manuals is turned in to the PWD Facility Manager(s).
  • Verifying the construction contractor conducts any user training for equipment installed on the project, and turns over any extra materials stock all as required by the construction contract. Make recommendations for corrections.
  • Monitoring the closeout process including punch list preparation and completion, testing and start-up of major systems, and final acceptance. Making recommendations for corrections.
  • Managing the NAVFAC Red Zone process for completing jobs, beginning at 75% construction complete or 90 days before the construction contract completion date, whichever is earlier.
  • Participating in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems
  • Utilizing NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) to manage electronic submittals and documents. Reference Uniform Facilities guide Specification (UFGS) Section 01 31 23.13 20.
  • Monitoring compliance and perform daily inspection of construction contractor’s safety and health requirements. Supporting reporting significant incidents, near misses, good catches, and mishap investigations.
  • Supporting coordination of site visits by Government personnel.
  • Submitting a weekly project status report for any assigned project to the resource manager (Project Management and Engineering Branch Head/Supervisory General Engineer) and attend any project meetings.
  • Submitting a monthly report to the Contracting Officer summarizing service provider actions for each month.

  • Technical and practical knowledge and experience (at least 3 years) as an engineering technician, superintendent, or quality control/quality assurance manager or representative.
  • Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Command (NAVFAC) Construction Quality Management for Contractors course. A record of completion for the Course is required within 60 days of performance start. Failure to provide record of completion within 60 calendar days is automatic cause for dismissal.
  • Demonstrated knowledge of the three-phases of control Quality Management process.
  • Demonstrated sound understanding of construction concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental projects and the design, layout, and supervision of construction operations.
  • Demonstrated ability to review and interpret technical engineering specifications and statements of work covering complex and diverse engineering designs or changes to the contract documents.
  • Thorough knowledge of construction practices and methods and construction management skills as demonstrated through relevant construction and/or construction management experience.
  • Ability to write and speak English fluently in order to provide reports and make presentations to Government personnel.
  • Demonstrated ability to monitor construction projects to a successful and timely completion.
  • Demonstrated knowledge of Primavera scheduling software and/or other construction scheduling software packages.
  • Ability to perform strenuous activity while working outdoors in extreme heat or cold, working in confined spaces, climbing and using fall protection equipment.
  • Demonstrated knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements and as outlined in the EM-385-1-1 and 29 CFR.
  • At a minimum, a record of completion for the OSHA 30-hour Construction Training Course is required. A record of completion for the EM 385-1-1 Construction Safety Course (NAVFAC or USACE) is required within 45 days of performance start. Failure to provide record of completion for the EM 385-1-1 Course within 45 calendar days is automatic cause for dismissal.

Job Responsibilities

Reporting to the Senior Associate of Utilities, the Engineering Manager, Utility Design will be responsible for overseeing an array of projects while managing and mentoring the team.  The majority of such utilities project work involves counties or the Washington Suburban Sanitary Commission (WSSC).  Specific duties include the following: 

  • Facilitate scope meetings with clients to construct needs analysis and project definitions and establish budget
  • Provide engineering expertise and knowledge by directing team through all project phases from conceptual / preliminary design, detailed design, to execution
  • Oversee and assist with all aspects of planning, design and rehabilitation components of project and manage team daily to meet and exceed project goals, tasks and requirements while mentoring junior engineers (typically 1-2 at a given time)

The Estimators will review the Scopes of Work and develop Cost Estimating Formats (CEF) for the repair and/or replacement of damaged facilities depicted in the Project Worksheets (PW).


Typical responsibilities of the Cost Estimators include: 

  • Coordinating with Project Specialists, Crew Leaders and other team members to complete daily and ongoing tasks
  • Conducting preliminary damage assessments (PDAs)
  • Aiding in the writing of PWs
  • Assisting Project Specialists with developing and refining the scope of work for repair or replacement
  • Using estimating tools, such as RS Means, and procedures, such as FEMA's CEF, to develop disaster-specific cost data and recommendations 
  • Reviewing insurance policies, recommendations and related documentation

In anticipation of future work, RealStreet is also seeking a variety of architecture, engineering and construction (AEC) professionals, such as: 

  • Architects
  • Building and Code Specialists
  • Construction Managers (commercial, municipal)
  • Engineering Professionals (civil, structural, electrical, multi-disciplined)
  • Insurance Adjusters
  • Planners (environmental, land, economic, etc.)

Salary range is between $35.00 - $70.00 per hour plus overtime, based upon experience, position requirements, classification criteria and skill level qualifications. Full expenses are paid, including travel to and from the site, lodging and per diem in accordance with the GSA schedule. Health plan, LTD, dental, and vision plans are available.

Cost Estimators must meet the following basic qualifications: 

  • Extensive experience with cost estimating for reconstruction, infrastructure repair and capital projects
  • Demonstrated experience implementing the Stafford Act in support of public assistance programs

The Heavy Highway/Civil Project Manager will work jointly with the Superintendent to ensure the overall success of assigned projects.  The Heavy Highway Project Manager will oversee multiple projects worth $5 million to $100 million and will participate in the allocation of resources to ensure a safe, timely and quality project while achieving and improving the profit margin, to include:

  • Responsible for reading, understanding and ensuring compliance with all elements of all required applicable contracts
  • Responsible for being the company’s authority on contracts between the Owner and the Company
  • Developing and approving the appropriate schedules for prime and subcontract billings

Job Responsibilities

Typical projects range between $1M and $50M supporting a wide range of sectors including Commercial, Life Sciences, Healthcare, Residential, Education and Industrial. The Construction Project Manager will be responsible for planning, directing and coordinating activities from concept through completion, to include:

  • Leading pre-construction efforts including cost estimates, cost studies, value engineering, schedules, constructability reviews, site logistics plans, cash flow projections and attending design progress meetings

The Lead Bridge Inspector will lead an inspection team responsible for planning, preparing and performing a field inspection of a bridge, signal, sign or other highway ancillary structure.  The Lead Bridge Inspector is responsible for the overall management and supervision of an inspection team composed of one or more inspectors.  This person will assure that inspections within the jurisdiction of the team are performed on-time and in accordance with the NBIS and the applicable US State's latest policies and procedures.  The location of this position is in Winchester, VA or Dulles, VA and responsibilities include:

  • Reviews existing bridge / structure as-built plans and previous inspection reports to become intimately familiar with structure designs and previously reported deficiencies
  • Investigates sites to determine the best means of bridge inspection access and maintenance of traffic requirements needed to perform an inspection

Additional qualifications are as follows:

  • If the Safety Inspection of In-Service Bridges (FHWA-NHI-130055) course was taken more than three years ago, the candidate must have successfully completed a bridge inspection refresher training course (FHWA-NHI-130053) within the last three years
  • Candidate must have excellent verbal and written communication skills
  • Previous Structure and Bridge Engineering design experience with VDOT, MDSHA or DDOT is preferred
  • Experience using Microstation or AutoCAD is preferred
  • Proficiency with BrR (AASHTOWare Bridge Rating) software, STAAD, MDX Software, DESCUS, LARSA 4D or other bridge design / load rating software is a plus

The Superintendent will be responsible for the overall planning, on-site management and execution of assigned projects.  Projects typically range in size from $1,000,000 - $10,000,000.  Primary responsibilities for this position include the following:

  • Overall planning, management and execution of assigned projects
  • Performing each project successfully including project scheduling and controlling of direct job material and labor expenses

Job Responsibilities

 

The Senior Manager, Hotel Renovations will be responsible for leading the client’s brand new start-up endeavor of Hotel Renovations, specifically targeting Property Improvement Plans (PIP's) in select service to upper mid-scale hotels, and shall:

  • Identify project opportunities working from personal knowledge base of management companies that execute their own renovations (as opposed to those who outsource)
  • Track when hotel renovations are mandated by the brand franchise
