The Estimator will be responsible for the leadership of on-site construction operations.  The Estimator will play an active role working closely with Architects, Engineers, Owners and Subcontractors on garden style apartment complexes located around the Washington, DC area, and shall:

  • Analyze drawings and specifications

  • Be highly-skilled in estimating, reading, understanding and accurately interpreting specifications and drawings
  • Review, analyze and qualify incoming vendor and subcontractor bid submissions for monetary and scope accuracy

The Land Surveying Manager will be responsible for managing field survey work and survey office work for all public and private sector projects out of the Georgetown, DE office.  Specific responsibilities include the following:

  • Perform field survey work and survey office work using GPS and robotic survey equipment required to produce accurate plans depicting as-built conditions and boundary determinations
  • Ensure accurate stakeout set-up for field crews and ensure as-built of stormwater management, underground stormwater holding chambers, bio-retention facilities, and dry and wet storage ponds is accurate

Job Responsibilities

The Land Surveying Manager will be responsible for managing field survey work and survey office work for all public and private sector projects out of the Newark, DE corporate office.  Specific responsibilities include the following:

  • Perform field survey work and survey office work using GPS and robotic survey equipment required to produce accurate plans depicting as-built conditions and boundary determinations
  • Ensure accurate stakeout set-up for field crews and ensure as-built of stormwater management, underground stormwater holding chambers, bio-retention facilities, and dry and wet storage ponds is accurate
  • Effectively manage multiple large projects simultaneously, manage subordinate staff in the day-to-day performance of their surveying tasks and coordinate with both internal and external teams

Job Responsibilities

The Associate Director of Facilities and Construction Management (ADFCM) is responsible for leading, planning, coordinating and managing facility and construction functions for two facilities.  The ADFCM coordinates the general upkeep and maintenance of two facilities and grounds.  The ADFCM also manages relationships within the surrounding campus community to ensure the effective operations.  The ADFCM is primarily responsible for coordinating all design, renovation and new construction.  The ADFCM is a member of both the Program and Services Team and the Senior Leadership Team, and shall:

  • Provide the leadership, management and vision necessary to ensure proper organizational controls, reporting procedures and personnel are in place to effectively deliver best practice services in facility management to resident families

The candidate must possess solid leadership and analytical skills, common sense business acumen and an ability to coordinate multiple teams to ensure the success of the project.  In addition, candidates must have significant experience managing major construction projects in the higher education sector.

Typical duties for the Senior Superintendent include the following:

  • Review details of project and timeline with Project Manager before, during and after project has been completed

The primary responsibility of the Assistant Project Manager will be to provide management support for a project team so that it can successfully execute program management (PM) assignments for one or more of the following client types: K-12 public schools, independent and charter schools, arenas, stadiums or community recreation.  The Assistant Project Manager will take full management responsibility for smaller to medium-scaled implementation assignments of over $10MM in total project costs, to include:

  • Consult with clients, vendors, personnel in other departments or construction foremen to discuss and formulate estimates and resolve issues

Additional qualifications are as follows:

  • If the Safety Inspection of In-Service Bridges (FHWA-NHI-130055) course was taken more than three years ago, the candidate must have successfully completed a bridge inspection refresher training course (FHWA-NHI-130053) within the last three years
  • Candidate must have excellent verbal and written communication skills
  • Previous Structure and Bridge Engineering design experience with VDOT, MDSHA or DDOT is preferred
  • Experience using Microstation or AutoCAD is preferred
  • Proficiency with BrR (AASHTOWare Bridge Rating) software, STAAD, MDX Software, DESCUS, LARSA 4D or other bridge design / load rating software is a plus
  • This position requires extensive time in the field, 50% field and 50% office, or as necessary

Job Responsibilities

Interior Superintendent will be responsible for supervising commercial construction projects on fast track schedules to include medium to large scale high-end interior renovations and tenant build-outs and base building work such as new structures including Class A office buildings of medium scale.

Interior Superintendent is directly responsible for managing and directing flow of work, communicating priorities of project to subcontractors and field staff, adhering to safety standards, managing punch list and closeout process, coordinating with project team regarding changed conditions and maintaining daily field documents of all activities and site conditions, to include:

  • Schedule / coordinate all trade work and deliveries to the site and ensure construction is performed in accordance with quality standards, contract requirements and schedule
  • Initiate Request for Information (RFI) forms, forward to appropriate team members and maintain RFI log
  • Schedule and monitor / attend all inspections and tests and notify building Owner’s Representative and Building Engineer of all inspections in writing 
  • Review and update schedule with Project Manager weekly and prepare a two-week look-ahead schedule for the client that details upcoming activities and their impact on the project site
  • Conduct weekly subcontractor meetings to review safety issues, schedule and contract compliance and cleanliness of project site
  • Review submittals for coordination with the trades, site conditions, compliance with contract documents and local building codes
  • Issue purchase orders for materials as required, i.e. carpentry materials, appliances, toilet accessories, dumpsters and additional duties in accordance with the project budget
  • Maintain up-to-date project documentation such as job site compliance log, daily job report, as-built drawings, material delivery report, inspection log, project photos and time sheets
  • Ensure cleanliness and safety of project site at all times
  • Maintain organized site office
  • Notify subcontractors of failure to perform verbally and in writing and copy project team
  • Verify accuracy of all material deliveries to be used on the project prior to the scheduled installation time and follow-up with trades on material order confirmations and anticipated delivery dates
  • Notify project team immediately of any conflicts in the drawings and impact of proposed changes to the scope of work
  • Track changes in the work, document on as-built drawings and implement changes among subcontractors in coordination with the project team
  • Coordinate off-hours work and security requirements with subcontractors, building management and project team and notify all parties in writing
  • Complete close-out as required including:
    • Schedule and monitor subcontractor completion of all punch-list work
    • Ensure all inspections and occupancy permits are completed
    • Turn over permit drawings, keys and related items to owner
    • Procure customer sign-off of punch-list from the client
    • Turn over as-built drawings, inspection documents and customer sign-off sheet to project
    • Represent the company at all times in a manner that supports the firm’s mission statement and is consistent with its core business values
  • When directed, support preconstruction and estimating efforts
  • Develop project schedules by researching material and equipment lead times and coordinating subcontractor scheduling requirements
  • Participate in formal presentations to owners, A/E’s, CM’s, etc., and assist in developing presentation material
  • When directed, evaluate bid proposals, issue job scopes and negotiate and awards sub-contract agreements and material purchase orders
  • Conduct pre-construction inspection and attend meetings with client and the design team prior to the start of pre-construction activities on the site

Job Responsibilities

The Pre-Construction Coordinator is responsible for performing a variety of tasks in support of the project team for pre-construction services functions in the areas of estimating, marketing, subcontractor relations and successful project completion.  This position is also responsible for providing a wide variety of administrative, estimating, project management support and related tasks to include performing duties directed by the Team Leader.

The other responsibilities of the Pre-Construction Coordinator include:  

  • Receiving and logging in all bid opportunities
  • Developing Project Qualification Questionnaire for distribution to leadership team for review and comment
  • Assigning bid job numbers through Timberline and the set-up of bid files
  • Performing initial bid job setup on ISqFt through selection of applicable trades
  • Coordinating, ordering and arranging for the distribution of bid drawings through the reprographics company
  • Uploading TIF drawings and PDF specs, as applicable, to ISqFt

Cost Estimators must meet the following basic qualifications:

We currently have a great assignment for a Heavy Highway/Civil Project Manager with one of our top clients.  As a Heavy Highway/Civil Project Manager, you will be supporting our client, a general contractor specializing in grading, paving, utilities, storm drains and laying pipe.  

Job Responsibilities

The Heavy Highway/Civil Project Manager will work jointly with the Superintendent to ensure the overall success of assigned projects.  The Heavy Highway Project Manager will oversee multiple projects worth $5 million to $100 million and will participate in the allocation of resources to ensure a safe, timely and quality project while achieving and improving the profit margin, to include:

  • Responsible for reading, understanding and ensuring compliance with all elements of all required applicable contracts
  • Responsible for being the company’s authority on contracts between the Owner and the Company
  • Developing and approving the appropriate schedules for prime and subcontract billings
  • Preparing and reviewing all payment requisitions with appropriate parties and submitting by established billing date to OR
  • Managing receivables to ensure timely payment
  • Ensuring that subcontracts are drafted and executed in a timely fashion to facilitate project schedule (Cooperative effort with Estimating)

Job Responsibilities

The Construction Scheduler will oversee multiple VDOT bridge and road construction projects ranging in value from a few thousand dollars to over four million dollars.  The Scheduler will be working on-site with state agencies in the Hampton Roads area.  The Construction Scheduler will be responsible for the following: 

  • Participate in Project Risk Reviews, perform schedule qualitative & quantitative analysis, develop / maintain / monitor risk register
  • Participate in Work Breakdown Structure (WBS) creation

In anticipation of an upcoming contract, RealStreet is currently seeking three Construction Engineering Technicians. The Construction Engineering Technicians will perform engineering technician support services for the NAVFC SE, FEAD Kings Bay office located at Naval Submarine Base (NSB) Kings Bay, Georgia.

The Construction Engineering Technicians’ responsibilities include: 

  • Maintaining proper construction contract document files according to NAVFAC standards.
  • Reviewing and commenting on plans and specifications and providing constructability review comments during construction contract development.
  • Making visits to project sites to obtain information on facility/site conditions and developing recommendations during project development.
  • Coordinating and attending post-award kickoff meetings and pre-construction conferences.
  • Scheduling, conducting, and documenting regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues.
  • Preparing project status reports when directed using NAVFAC enterprise contract management system formatting (to be provided by Contracting Officer’s Representative).
  • Coordinating construction operations between contractors, station personnel, and other government agencies and make recommendations for corrections.
  • Using and preparing standard template documents for correspondence to construction contractors for deviations from contract schedule or quality
  • Providing technical assistance in answering requests for information (RFI) from construction contractors
  • Reviewing and monitoring project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
  • Administering technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer)
  • Administering the Construction Quality Management Program as required in the construction contract specifications.
  • Monitoring the construction contractor’s performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.
  • Reviewing construction contractor’s daily reports for thoroughness and accuracy and check daily payrolls for any discrepancies, noting any unusual items or items of concern on reports and providing reviewed and/or annotated copy of reports to the Contracting Officer’s Representative (COR).
  • Reviewing and recommending approval of progress schedules and technical submittals.
  • Monitoring ongoing construction to check construction contractor progress and verifying compliance with plans and specifications.
  • Resolving problems not involving changes to contract value or duration and recommend solutions to the Contracting Officer’s Representative (COR) for problems that may result in a change of contract value or duration.
  • Preparing cost estimates for construction contract modifications and providing them to the Contracting Officer’s Representative (COR).
  • Performing cost and price technical evaluation on change order proposals that are within the scope of work to highlight hidden and unnecessary costs. Providing input to the Contracting Officer’s Representative (COR) for preparation of the pre-and post-negotiation documentation.
  • Reviewing construction contractor invoices for accuracy and providing input to the invoice reviewing official.
  • Reviewing and recommending approval/disapproval of the construction contractor’s safety/accident prevention plans.
  • Monitoring construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verifying that a complete set of as-built drawings is turned over at the close of the contract. Identifying any updates that are not completed timely, and make recommendations for corrections.
  • Verifying that a complete set of Operation and Maintenance Support Information (OMSI) Manuals is turned in to the PWD Facility Manager(s).
  • Verifying the construction contractor conducts any user training for equipment installed on the project, and turns over any extra materials stock all as required by the construction contract. Make recommendations for corrections.
  • Monitoring the closeout process including punch list preparation and completion, testing and start-up of major systems, and final acceptance. Making recommendations for corrections.
  • Managing the NAVFAC Red Zone process for completing jobs, beginning at 75% construction complete or 90 days before the construction contract completion date, whichever is earlier.
  • Participating in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems
  • Utilizing NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) to manage electronic submittals and documents. Reference Uniform Facilities guide Specification (UFGS) Section 01 31 23.13 20.
  • Monitoring compliance and perform daily inspection of construction contractor’s safety and health requirements. Supporting reporting significant incidents, near misses, good catches, and mishap investigations.
  • Supporting coordination of site visits by Government personnel.
  • Submitting a weekly project status report for any assigned project to the resource manager (Project Management and Engineering Branch Head/Supervisory General Engineer) and attend any project meetings.
  • Submitting a monthly report to the Contracting Officer summarizing service provider actions for each month.

  • Demonstrated knowledge of the three-phases of control Quality Management process.

  • Demonstrated ability to review and interpret technical engineering specifications and statements of work covering complex and diverse engineering designs or changes to the contract documents.
  • Thorough knowledge of construction practices and methods and construction management skills as demonstrated through relevant construction and/or construction management experience.
  • Ability to write and speak English fluently in order to provide reports and make presentations to Government personnel.
  • Demonstrated ability to monitor construction projects to a successful and timely completion.
  • Demonstrated knowledge of Primavera scheduling software and/or other construction scheduling software packages.
  • Ability to perform strenuous activity while working outdoors in extreme heat or cold, working in confined spaces, climbing and using fall protection equipment.
  • Demonstrated knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements and as outlined in the EM-385-1-1 and 29 CFR.
  • At a minimum, a record of completion for the OSHA 30-hour Construction Training Course is required. A record of completion for the EM 385-1-1 Construction Safety Course (NAVFAC or USACE) is required within 45 days of performance start. Failure to provide record of completion for the EM 385-1-1 Course within 45 calendar days is automatic cause for dismissal.
